Transitional Provisions.

  1. Every district board* constituted under the said
    Act shall be deemed to be a district board constituted
    under the said Act as amended by this Act.
  2. Every taluk board constituted under the said
    Act shall be deemed to be a taluk board constituted
    under the said Act as amended by this Act.
  3. (1) Every local area which at the commencement
    of this Act is a uni6n under the said Act or a village
    Madras under the Madras Village Panchayat Act, 1920, shall
    Act Xv be deemed to be a villageunder the said Act asamended
    Of 19″- by this Act.
    (2) Every union board constiluted under the
    said Act and every panchayat constituted under the
    Madras Madras Village Panchayat Act, 1920, shall be deemed
    Act XV to be a panchayat constituted under the said Act
    ‘920. as amended by this Act.
  4. Thc number of tnembers constituting the strength
    of every local board or panchayat existing on the
    date of the commencement of this Act shall bedeemed
    to bc the number, of members declared by notification
    under scclio~l10 of the said Act as amcndcd by this
    Act :
    Provided that where the strength of a union board
    or panchayat has been fixed at seven, the l[State
    Government] shall appoint an eighth member thereto
    as soon as this Act comes into force.

    ever kind owned by or vested in or held in trust
    by, or for,any district, taluk or union board consti-

    as well as all liabilities legally subsisting against such of 1920.
    board or panchayat shall, on and from the date of
    the commencement of this Act and subject to such
    directions as the lLState Government] may, by general
    or special order, give in this behalf, pass to the district
    board, taluk board or panchayat concerned.
    (2) All proceedings taken by any such district,
    taluk, or zrnion board under the said Act or by a pan-
    chayat nndcr the Madras Village Panchayat Act, Madras
    1920, as thc cnsc !nay be, nlay in so far as they are Act XV
    not inconsistnu with the provisions of the said Act

    (3) Any runicdy by way of application, suit or
    ;rppeal which I\ provided by the said Act as amendcd
    by tllit .4cl s11;~llbe available in respect of proceedings
    under the witi Act or unticr thc Madras Village Pan-Madras
    chayat Act, 1920, pending on the date of the com- Act xv
    rllcncclnent of this Act, as ifthe proceedings in respect 19’0.
    of which thc remedy is sought had been instituted
    after the conlmencement of thiq Act.
    (4) If any dispute arises as to the local board
    to which ally property, right, interest or liability is
    to pass undcr sub-rule(I), or by which any proceeding
    is to be continued under sub-rule (2), or to or against
    which any renlcdy is to be available under sub-rule
    (3) the question shall be referred to the ‘[State Govern-
    ment] whose decision shall be tinal.

  5. Aay action taken by any authorities before
    the omm men cement of this Act for taking which action
    new authorities are substituted by, or under, the said
    Act us amended by this Act, shall unless inconsistent
    therewith, be deemed to have been taken by such
    new authorities, unless and until superseded by action
    taken by them.
