An Act to provide for preventive detention of bootleggers,
drug-ofinders, goortdas, immoral traffic oflenders and
slum-grabbers for pre ~entingtheir clangerous activities
1 pre-judcial to the mainianance ofpdlic order.
W~RBAS public order is adversely affected every
now and then by the daqgerous activities of certain
I persons, who are known as bootleggers, drug-offenders
pondas, imoraltraffic offL nd.rs and slum-grabbirs;
AND W~RBASha ~ingregard to the resources an
influenceof the persor s by whom, the large scale onwhich,
and the mznner in which, the dangerous activitesare being
clandestinely organiscd and carried on in violation of
law by them, as boot-leggers, drugoffenders, goondw
traffic offtnders or slum-grabbers in the State
of Tamil Nadu, and particularly in its urban areas, it is
necessary to have a special law in the State of Tamil Nadu
to provide for preventive detention of these five classes of
persons and for matters connected therewith.

Nadu in the Thirty-third Year of the Republic of India
as follows.
