to amerzcl rhe Uttar Pradesh Kshettra Samitis and Zila Parislzn~ls
Adhiniynrn, 1961.
ITIS hereby enacted in the Fourteenth Year of the Republic
of India as follows :

1. (I) This Act may be called the Uttar Pradesh Kshettra Short titic and
   Samitis and Zila Parishads (Sanshodhan) Adhiniyam; 1963. commencement.
   (2) Sections 2, 3,4 and 5 of this Act shall be deemed to have
   come into force on the 18th day of July, 1962 and the remain-
   ing provisions shall come into force at once.
2. In sub-section (1) of section 17 of the Uttar Pradesh Amendment of
   Kshettra Samitis and Zila Parishads Adhiniyam, 1961, herein- section
   17 of’
   U. P.Act XXXIII
   of 1961,
   after called the Principal Act, between the words “establish a Zila
   Parishad” and the words “for each district”, the commas, words
   and figures, “as soon as may be after its composition under sub-
   sections (1) and (2) of section 18,” shall he inserted.
   ,
3. In sub-section (2) of section 18 of the Principal Act the Amendment of
   words and figure “and as soon as may be after the constitution section 18.
   or re-constitution of the Zila Parishad under sub-section (1)”
   shall be deleted.

4. In sub-section (1) of section 19 of the Principal Act, the Amendmeat of
   full-stop occurring at the end shall be substituted by a colon section 19.
   and thereafter the following shall be added as a proviso :
   “Provided that the State Governmcn t may nominate any
   person, qualified for election as an Adhyaksha of the Zila
   Parishad, to be Adhyaksha for sa long as an Adhyaksl~ais
   not elected after the establishment of the first Zila Parishad
   under section 17.”
5. In sub-section (3) of section 20 of the Principal Act, the S~~~\$~nt of

of 6. The nominations made under the proviso to sub-sectior
(1) of section 19 of the Principal Act, as added by the Wttar Pra.
desh Kshettra Samitis and Zila Parishads (Removal of Diffi.
culties) (Fifth) Order, 1963, shall be deemed to have been made
under the proviso to sub-section (1) of section 19 of the said Act,
as amended by this Act, and the nominations so made shall,
notwithstanding any judgment, decree or order of any court tc
the contrary, be, and be deemed always to have been, valid.
Repeal of U.P. 7. The Uttar Pradesh Kshettra Samitis and Zila Parishads
ordhanca V of (Sanshodhan) Adhyadesh, 1963, is hereby repealed.
